While authored with the best intentions, Prop 215 didn’t exactly do what it was supposed to do. While it guaranteed a right to use prescribed medical marijuana in California, defined the “primary caregiver” role, and protected doctors from state sanction, it left out many of the details required for the effective production and distribution of medical marijuana.
